(1) Every citizen of the Nepalese community residing in Nepal shall have the right to receive education up to the basic level or secondary level in his mother tongue. But such education should be according to the curriculum determined according to the prevailing law.
(2) To provide education as per sub-section (1), such community may establish and operate a separate school or educational institution if the education is up to the secondary level.
(3) The Government of Nepal may arrange for the establishment and operation of schools or educational institutions to provide mother tongue education.
(4) Notwithstanding anything written in sub-section (2), Nepalese citizens may be provided mother tongue education in a specific subject in accordance with their demand in educational institutions or public schools operated or subsidized by the Government of Nepal, the provincial government or the local level.
